Hamburger Menu Not Showing

I am running Metro Pro and have for sure tweaked font sizes and padding in the Primary and Secondary Nav menus. Could this be the cause of this plugin not being able to make the Hamburger Menu show on mobile devices?

I have set “Menu to open below hamburger” but upon shrinking the screen, no hamburger menu shows, just the regular one.
