/h1 tag not working

    I have made my own skin [blue dreams] and all works good so far [85% finished], but for some apparent reason the /h1 tag doesn’t work :?.
    ‘<h1>“><?php bloginfo(‘name’); ?></h1>
    <h5><?php bloginfo(‘description’); ?> <?php if (is_page(‘portfolio’)) { ?> – Thank you for viewing our work
    <?php }?></h5>’
    I have been at it for hours … got me stumped.
