Gutenberg settings sidebar: default visibility

Hello!

For a new user opening the post editor for the first time, is the settings sidebar (ie gear icon) hidden by default?

I don’t have a convenient way to test this at the moment, however in assisting a couple of new users over the phone, there was initial basic confusion and we finally found that they had the settings sidebar hidden. They nor I knew how it got that way, whether they clicked the gear icon in the past or if it was closed by default.

Is there a way to control the default visibility for the settings sidebar in Gutenberg?

Searching Google and these support forums, I see nothing about this.
