Gutenberg panel layout not saving

Hello,

This started happening recently and I can’t figure out how to fix it for the life of me.

Long story short, the panels on the bottom of my Gutenberg editor (when I create a post) aren’t sticking or saving like they used to. The panels on the right side bar aren’t saving either.

Some of the panels that I don’t want open, keep staying open, and visa versa. It’s very frustrating because every time I try to create a post, I have to close and open the panels I need.

I’ve tried deactivating all of my plugins and themes, tried reverting to an older backup. No matter what I do, this problem persists. It’s very odd.

Does anyone know what might be causing this?
