Is it possible guest checkout is enabled for certain products? When you check your orders that were bought as a guest, do the order have a pattern, have the guest ordered the same or similar products?

If the issue is still present you can perform a conflict test:

• Temporarily switch your theme to Storefront
• Disable all plugins except for WooCommerce
• Repeat the action that is causing the problem, i.e. try to place a test order as a guest

Then if it is solved, you can reactivate the plugins one by one until the cause of the issue is found You can find a more detailed explanation on how to do a conflict test here.
