Graphene Neo child functions.php and style.css not working

I tried placing my style.css and functions.php in a child theme folder for Graphene Mobile. I also created the graphene-mobile-custom folder in the wp-contents>uploads folder. Nothing seems to be working. Did something change that I don’t know about?
