Grand free Level 1 access to specific people?

I was wondering if it is possible to allow certain people to have a Level 1 access without having to pay?
Is it possible to create an account for them without having to go through the payment process?
Or maybe I can make another paypal button that has $0 (or $0.01) so that they can just join. Would that work?
