WordPress is used by many corporations and many organizations that host sites that are internal only and can’t even access the Internet and are totally private WordPress installations.
The GPL license applies to the WordPress code. It does not apply to your WordPress content or usage. For example if you just use GPL code and do not modify it and do not distribute it (that’s important) then you have nothing to worry about and no linking exception is needed.
If you modify the code and distribute it then the GPL means you need to share that code as well. That is what the license is for, to prevent the restriction on the code.
What you do with that code including performing any security scan is up to you and permitted by the license.
