    you (and I) are using a custom functions.php in the theme and this entry is causing the error. commenting out the second line stopped the error.

    // Remove all embeds rewrite rules.
       // add_filter( 'rewrite_rules_array', 'disable_embeds_rewrites' );

    update:
    I have confirmed that it is the yoast seo plugin update that causes the problem.

    rolling back to previous version allowed custom function to work.

    After 7 month this issue has still not been fixed.
