GoogleBot Bypass and 503 Header

How can we let GoogleBots bypass the maintenance page? For example, the robots.txt file cannot be fetched which causes errors. For example, in the WP Maintenance Plugin you can allow Search Engine Bot access. Alongside this, it would be better if you could give an 503 Header.
