Google Translate and Text Size Functionality

I have a client that is using a Drupal website as a reference point for two features. I really haven’t found any plugins that match their features or any sources about adding a code to a WordPress site.

The first feature is a Google Translator and the second is the ability for the audience to change the text size of the page. It is ideal to have both features in the header like the example website (link provided), but I haven’t seen anything close. Also, while I have tried some plugins to be able to change the Text Size they are very clunky also don’t go in the header area.

Looking to be pointed in the right direction or if WordPress is just limited in these areas.
