Could you clarify on which of the two store URLs, WooCommerce Payments is installed and activated, while having the express checkout options enabled, please?
Right now, the credit card fields display fine for me and I’m not getting any console errors.
When using the browser payment gateway I see an Google Pay button, However there is no normal Google Pay option being set up.
Do I need to register the website with Google and Apple or something? Do I need to connect them to Stripe Express? It was my understanding that all I would have to do is install the plugin and add my deposit account information in Stripe Express and everything else should work fine.

Yes, you are correct. There’s no need to setup something with Google Pay and Apple Pay since these are all express checkout payment methods of the WooCommerce Payments plugin.
Also, the credit card payment field doesn’t appear unless Google/Apple Pay is enabled
This is quite strange as I am not experiencing this on my personal site. The Google Pay button appears at the top of the fields while the credit card input fields are still visible on my end:
