Google Page Speed ??priority to visible content

Hello,
are two days that I’m arguing with PageSpeed ??and WordPress because I do not find the solution.
I managed to get up to about 90/100 to PageSpeed ??but I can not solve this problem:
“Give priority to the visible content, the entire HTML response was not sufficient for the display of the content above the fold”.
The only thing you have to download is the css code, but no text will images.
I did the template but do not understand why conitnuo to have this error, can anyone help?
