I manage a number of sites with static homepages and page_id=0 never occurs in their Google results. I can imagine such links could come about when switching from plain permalinks to pretty permalinks. Or maybe some popular plugin I never use is responsible?

Anyway, it’s not normal for core WP. The fix is to use Search Console to identify where these links are coming from and fix the links if you can. If the links are from third party sites, you can disavow the links, but consider if a poorly formatted link is really worse than a disavowed link.

If there is no apparent source for the links, Google will eventually stop using them, but it could take a while.
