Google Analytics records conversion, but no messages received

Hi,
we’ve been successfully using CF7 for a few years now. So far, the tracking with Google Analytics (through Tag Manager) has worked fine. We’ve recently launched a new sub-page and I tested the form myself. The conversion correctly showed up in Analytics.
However, since we’ve started running a Google Ads campaign, I noticed 2 new conversions (form submissions) in Ads Manager and Analytics. The thing is: we have not received any of these form submissions – not per e-mail and not to be found in the Flamingo plugin.
So I’m wondering, what triggered the event, if not an actual submission?
(The tracking was set up following a tutorial. I double-checked the last months and the GA conversion amount always matched the actual messages received.)
