Google analytics code not loading on pages

Hi Ben,

Thanks for the update 5.9.0.1 which solved the cookie consent issue, we have noticed another strange issue, analytics code is only loading and tracking if you are logged in as admin.

Any user who visits the site can now accept the cookie consent but the analytics code does not load on the page or pages when refreshed and does not show in source code of the page.

Google analytics console reflects no hits or users when logged out.

I’ve tried looking for errors but none are showing in any logs, any advice would be great.
