Yes it was started on Twenty Thirteen

Can you try deactivating all plugins & switching to the default Twenty Fourteen/ Thirteen/ Twelve theme to see if the issue persists?

and then the site goes down and have more problems ?

Otherwise it would be safe to assume you have an issue with the modified version of the Twenty Thirteen theme, and so you’d need to contact your theme’s developer(s).
