Go to menu anchor link on same page without reloading

Does it happen in the editor or also in the front?
Can you share a link?

It doesn’t happen in the editor, just in the front. I changed my theme to Twenty Sixteen and deactivated all plugins and it still acts the same. Here’s a link:

Edit: I forgot to mention to try clicking on one of the 1st five links in the navigation menu except “Meet Us” (doesn’t work yet). As you’ll see, it doesn’t scroll down to the anchor point. Instead the page seems to pause then open up at that anchor point.

I see your Ron’s site has the same problem as mine. If you try to scroll manually immediately after clicking an anchor link it shakes/stutters. But if you wait a second it will manually scroll with no stutter.

Is there a fix for this?

I’ve the same problem, but actually when I click on the anchor link it opens a new tab. I’ve tried everything and nothing seems to work. Any ideas???
