Glitch on desktop

Thanks for this plugin, it’s great and I was able to modify css a bit.

I noticed a little glitch on the desktop only and it will be annoying to users while the notice is on. Even when you click X sign to close it, every time they go to another page, the notice tries to load for a 2-3 seconds and then disappears. I don’t see it happening on mobile though. Any idea why it still tries to load? Caching?
