Please make sure that the coupon is active and valid before testing in front end.

Yes, that is the intended workflow. By default, WooCommerce doesn’t allow applying a coupon if the cart is empty. So you can’t use the coupon URL to apply it without adding any product to the cart.

If you want, you may check out our URL Coupons for WooCommerce plugin using which you can create custom URLs for coupons and apply them even on an empty cart. If you require further information about the URL Coupons plugin, kindly reach out to us through this link.
