Gif Rollover buttons not working on home page

Someone else made this site and I came in later. The home page is a gif with normal pictures on top and then pictures with text below it, so when you rollover the normal pictures the text appears. However I am unsure of what I did to change it, but now it doesn’t work at all. I’ve even tried restoring previous versions and that is not helping. Any idea of how I can fix this?
