Getting "forbidden" in place of page jump destination

That’s the code that is giving me this issue. There is another page jump on the same page (enabled through a header widget) that works as it should.
The issue is that “forbidden” is showing up in place of “#demos”, and the page jump is instead linking to a 404 error, instead of the appropriate page jump. I’ve scoured Google and have not been able to find any documentation on this specific issue.
I just took over this site for another person, and was kind of thrown into the deep end on it. One of the plug ins that is used is Posts in Page, and now, even though it’s not in the code, there’s spam on this particular page that I am attempting to troubleshoot.
Any assistance would be much appreciated, as I’ve been racking my brain for a while on this.
