Getting 404 Error When Activating

I’ve used this plugin quite a bit before & never had an issue until now. It keeps displaying a 404 Error when I go to activate the plugin. Help? The only difference between this installation (wordpress & plugin) is that it’s on a Windows server (which I steer clear of using, but the client insists on using it)…would that have anything to do with it? Is there something extra I have to modify for it to function? Permissions or something?
