get_shipping_country returning billing country not shipping country

    Using WooCommerce v2.4.12 with WordPress v4.4.1

    I am wrting a plugin and when I set the billing address and shipping address to different countries, the $woocommerce->customer->get_shipping_country() function returns the billing address country not the shipping address country.
