GET URL PARAMS ONLY WORKING WHEN LOGGED IN

I am able to pull information from a variety to URL parameters perfectly… when I’m logged in. When I test it as a visitor to the site that isn’t logged in, none of the values are passed from the URL – same exact URL. Why is this? I really need to pull information from non-logged in visitors; the point is to use this to pull UTM information from a landing page for PPC Campiagns.
