Get Popup to Populate on Home / Main Page

I can’t get the popup to populate on the main page, https://changeincorporated.org. It doesn’t appear to correspond to page (there is no root directory page listed in drop down) or page type (“front page” doesn’t work”), etc. — none of the options I’ve tried work. Suggestions?
