Get list of playlists?

Trying to get a feed of the list of playlists, be able to click a playlist, and then see the videos in the playlist. Without adding the videos or playlist manually. Ideally, the playlist should be sorted by the LATEST video in the playlist, not the date the playlist was created.
Can the free or the paid version do this? Can’t find anything in the documentation about it!
