Genesis Tab is Missing from my Dashboard

Hi. My problem sounds similar, though it doesn’t relate to the theme, which mine is a free one. My Plugin item is missing from the Dashboard side bar menu. It was there but is missing. I need to activate an Akismet plugin but can’t due to above.
