Garbled characters when upgrading WordPress

Twice I upgarded my WordPress and Twice I found garbled characters on my post. The ‘ was replaced by a€?. And “?” is present at the beginning or end of the pharagraph.

Is there a way to prevent it for my future upgrade? Its quite difficult to modify again my post and delete the characters. Thanks.
