I get that I can reorder the gallery with drag and drop. But when the gallery contains 43 images, it is broken into 3 “pages”. I can’t figure how to drag from an image from “page” two to “page” one or “page” three to “page” one.

You can set this number to 43 to see all the images on one page: https://nimb.ws/SdNmyX

This way you will not need to navigate between images.
