Gallery plugin that allows for custom linking??

I am in need of a plugin that displays images but allows me to link the images to specific urls outside of my site. I would like for it to be scrollable so that I could use it in a sidebar but have 15+ images. A good example is Horizontal Motion Gallery and on https://www.jrummyapps.com/ you can scroll down to the ‘Apps’ section on the main page. That is exactly what I am after but in a plugin so that I can have that design on a responsive site. Does anyone know of a plugin that does this? I have not been able to find anything so far.
