G not sharing publically

I can’t get the publicize plug in to post my G+ posts to the Public. They only go to my circles. Site is https://www.economistfoundation.org and G+ page is https://plus.google.com/u/0/b/105316776496236780501/+EconomistfoundationOrg/about
I followed the links on here but they don’t work for my site

When I go to https://plus.google.com/apps it says no apps installed and shows my avatar, but then when I click to go to the Foundation’s page, I can’t see where the apps are.
When I go to Settings on the G+ page, I can only see Connected Services as an option. Not Apps. Am I in the wrong place?
