Theme Check is a developers tool. It’s intended audience is theme authors, to be able to check their themes for things they might have missed, or gotten wrong, or whatever.
It’s also a prerequisite for uploading themes to the www.remarpro.com free themes directory, as it saves our reviewers a bunch of time to not to have to check for things that can be automated.
A normal user wouldn’t have a whole lot of uses for it, unless they were wanting to improve their themes a bit. Maybe. It’s mostly for theme authors.
