I can certainly understand how frustrating it would be to have Jetpack send an entire post when you were expecting an excerpt to be sent.
The good news is that you can configure an excerpt to be sent to subscribers by selecting the “Excerpt” option in the Newsletter settings. We have instructions (along with other customizations) to do this at:

Jetpack Newsletter is designed to share new blog posts. It sounds like maybe you are using a specific WooCommerce plugin to set up different membership levels, which then control who gets access to your posts. Is that correct?
Jetpack has its own system for managing paid subscriptions to newsletters or setting up paid content areas. You would likely have better using Jetpack’s built-in system rather than trying to manage levels outside of Jetpack.
