FTP user Creation using Web Page

Sir,

I am using the browser to upload and use my pages and do my blogging.
I am facing some problem with links not working for a few pages. Hence wanted to change the permissions of the page to resolve this. Can you please let me know the steps in changing the permissions for a page using browser

and also my admin credentials are not working for ftp account. Let me know on creating one ftp account for filezilla use
