Frustrating error where discounts are ignored when charging customers

Hello, I have reached out to every support team with no luck so lets see if you can help. We are a higher risk business so sometimes our customer’s banks will initially reject a transaction and make them approve it before being able to chekc out. This is no big deal, it happens with online purchases.
However- IF our customer experiences this rejection and tries to complete the original transaction after clearing it with their bank ALL of the discounts are ignored and they are charged full price. The order receipt shows all the discounts. Everything looks perfect… but they are being overcharged. This ONLY happens if that rejection happens and they complete the original transaction. If they clear it with their bank, completely cancel the original order, then checkout with a new order everything will work perfectly. It happens to discounts from other plugins, it even seems to happen to the core woo coupons.
After contactign many developers and multiple support teams they think it is a core woo problem but after contacting them, they want to point the fingers at the plugins. Just to cover all my variables I’d like to check with you guys to see if there’s a fix for this issue! Please, there’s no documentation about it anywhere and it’s been an issue since we started taking payments. Yes, I’ve contacted the processing gateway support and they assured it is not an issue on their end because it is Woo that tells what to charge. Since this plugin manipulates prices it may be causing a conflict. Any help is appreciated.
