Frontend Dropdown still not working after many tries

I’ve tried a number of things to get the frontend dropdown to work. I’ve deactivated all plugins except Memphis Docs, uninstalled and reinstalled mDocs. enabled Bootstraps and jQuery in various combinations, and I cannot get the dropdown to work. I think mDocs will do what we want but without a quick solution, I’ll need to find a different plugin to manage PDFs. Any help?
