Front page before register / login page

Is it possible to have a welcome page then have login / Register buttons to redirect to login screen.

All current option I have made the welcome page public and all other pages Restricted to members but it makes no difference.

Website is indigemail.org.au

Appreciate your advice as I love the Plugin!
