Front End Searchable Public Database

I am looking for a plug-in that I can use that will allow me to create a database with the following features, almost like an internal search engine:

1) It should have a front end entry page that I can customize the entry fields, as well as a backend admin.

2) It should be searchable from the front end that will allow registered users, whom I can select, to view based on membership, to display the results in a list, then allow the user to expand the record for more detail on the entry.

3) It should also have an option for users to upload photos for each record.

Can anyone recommend a plug-in like this? I am willing to pay for it too.
