Fresh Install: “You do not have sufficient permissions to access this page”

I just did a fresh installation of 2.1.1 (Apache2, PHP5, MySQL 4.1.20) today on my hosting provider’s server, which apparently went fine. However, at the initial admin login, I get the message “You do not have sufficient permissions to access this page” when it tries to go to the profile page (or when I try to access any admin functions at all).
This is a showstopper. I’m trying to use WP as the CMS for a nonprofit’s informational web site; if I can’t get this resolved relatively quickly, I’m going to have to find some other solution. I’ve dug through the forums and whatnot, and found that this is apparently a common problem with no actual solution in sight. I do not have access to the site’s httpd.conf or php.ini settings, so any solutions that involve making changes to those files is worthless to me.
I’ve successfully set up WP on other servers (over which I’ve had full control) with no problems in the past, and was thus able to make the recommendation to go with it on the strength of that experience. However, at the risk of sounding like an a$$, this is enough of a major-bad experience to put me off WP permanently (I mean, this is step one after the installation; it should work like a charm every time, no matter what, and so far I’ve spent a good six hours troubleshooting a problem that simply should not have happened!). However, I like WP, and want to make this work.
Are there any solutions out there?
