Fresh install does not display theme correctly on mobile, multiple sites

So I’ve been using Twenty Seventeen on another site, and my only issue is that I can’t get it to display properly on mobile at all. When viewing on mobile (several platforms), the header is too big for the screen in portrait mode, and creates extra space at the right-hand side of the container which allows the user to scroll to the right necessarily, and the header image can be partially seen in the background. At first I assumed this was because of my messing around with differenct plugins etc, so I created a fresh wordpress install on another domain and activated the Twenty Seventeen theme and did NOTHING ELSE, yet the problem is still apparent. I searched on here but couldn’t find this exact problem. Does anybody know if there is any solution at all? I’d be very grateful. Thanks in advance
