Fresh Install and want an Under Construction Page

    So I am starting a new website on a fresh install of WP and have it installed on the root directory. In doing this WP automatically takes over the index.html page I had saying under construction. What is the best way to have the html page and still be able to work on a new WP theme and build the site and then just have a seamless, worry free changeover when the WP site is ready?

    After a lot of suggestions and different plugins that did not do what they said they wee supposed to do, I finally found one that will put a splash screen up on your website with an Admin login. So all visitors to your site will get the screen telling them whatever you want them to know while you can login and do whatever work on your site.
