When you start typing in the field to assign a user to the coupon, it should start showing available users (if any exist) like so: https://i.gyazo.com/a8a394ab2c8c577efa8a5bbfeb7b65f7.mp4

Please double check that the user already exists in your users list (wp-admin/users.php).

If it’s still not working after trying the above, please let me know.

Yes that option in the Debug section is turned off. I found out that I will need to manually add the new user to WP users list first and then I am able to assign them. Thank you for prompt response.

Yeah, you will need to create a new user first before you can assign them to a coupon.
