Free table rate shipping plugin that works with zones?

Title is pretty self-explanatory, I am looking for a free plugin that does table rate shipping that works with woocommerce 2.6 and shipping zones?
Essentially just need to be able to set prices for min/max (eg, cart total between $25-$50 would be $15 shipping) for international. Thanks.
