Free shipping option for Global Rules

Hi have deleted zones and classes because I could not get them to work successfully. But the global rules option works fine. However I want to find a way to add a ‘local pickup’ (or free shipping) option without using zones. Is there any way?

Alternatively, as I am using Global Rule, is there any plug in I could add to generate a coupon for free shipping that does NOT require a free shipping zone to be set up? I tried adding a coupon plugin and generating a free shipping zone which required coupon to activate, but it will not work as the global zone is automatically selected (correctly).
