Free shipping issue

Limiting the shipping to Vancouver (city) is not an option currently in WooCommerce. You’ll need to use the British Columbia zone region and manually add Vancouver postcodes (one per line) or wildcards (e.g. V5* V6*). There are more details on our shipping guide:

Alternatively, you can use a plugin to add cities in the shipping regions. Here are similar threads that you may want to check out:
