Free shipping by distance

I need to charge a shipping cost if distance is lower than, let’s say 10km, but the purchasing must be over a certain price like $100. If so, I want to give free shipping.
If I set a Free shipping threshold cost there is no way to override it with a new rule. Any shipping over that threshold is set to free even though the distance is larger than the max distance allowed which is 10km.
Any suggestions?
