[NSFW] Free product not add to the cart

Initially the cart is empty, the coupon is automatically applied following the url, but the gift product is not. Then continue to add items to the cart and the gift product still doesn’t appear. However, if the cart is initially full, everything works fine.

The code should not be applied if the cart is empty, so there are no conflicts.
How can i fix this?
