Free local pickup Shipping Zone

I have my store set up with flat shipping and the zones configured using states. For example west coast states are in one zone.

I also want to offer a Free Local Pickup option for local zip codes in my city in Oregon.

If i create a new shipping zone for the 2 local zip codes, will that option show in addition to the flat rate options or do I have to add the flat rate options as well.
