Free happy forms has no way to add optin option

Thanks however I wouldn’t know where to start! I have no idea what that plugin does or how to translate it.

Install this plugin and open it with plugin editor.
Then change this german text in your language:
$label = ‘Das Formular kann nur mit der Zustimmung zur Datenschutzerkl?rung gesendet werden*’;

As it happens, we don’t have any opt-in features in our free plugin. Opt-in, along with a bunch of other goodies, is packed in our paid memberships.

The hack that @m266 shared should do the trick, but it’s something we don’t support. It involves getting your hands dirty with code and because it’s not officially supported it could break with our updates.

Striking the right balance for free and paid features is always tricky. Every week we get people wanting ‘just one’ paid feature for free. But if we answered to all those requests, our entire plugin would be free ??
